Campaign Response for Riot Control Equipment Exports

Thank you for contacting me about the export of riot control equipment to the United States.

I understand that this is a sensitive subject and I would like to assure you that I know the Government takes its export control responsibilities extremely seriously, and that the UK operates one of the most robust export control regimes in the world.

Regarding the particular exports in question, the Government has confirmed that there are eight extant licences which can be linked to US law enforcement agencies. Of those, two are Standard Individual Export Licences which have a number of potential end users including, but not limited to, law enforcement bodies.

All export licence applications are rigorously assessed on a case-by-case basis against the Consolidated EU and National Arms Export Licensing Criteria, based on the most up-to-date information and analysis available. These Consolidated Criteria provide a thorough risk assessment framework and require the Government to think hard about the impact of providing equipment and its capabilities.

I am also reassured by the Department for International Trade’s record of drawing on information and advice from a wide variety of trusted sources including the Ministry of Defence, Foreign, Commonwealth & Development Office, UK diplomatic missions and NGOs to inform our export control policy.
